Land – South Cyprus
🏡 Basic Information
Land in Cyprus is highly sought after—especially in areas like Larnaca, Limassol, Paphos, and Ayia Napa, where residential and investment projects continue to expand.
Purchasing land can be an ideal choice for those who want to:
- build their own home,
- invest in development (construction of multiple apartments or villa complexes),
- or hold land as a long-term investment (land value typically grows by approximately 6–10% annually).
1️⃣ Types of Land in Cyprus
| Land Type | Description | Suitable For |
|---|---|---|
| Residential Land | Intended for building houses, villas, apartments | Private or developer projects |
| Agricultural Land | Intended for farming or cultivation | Land investment, not for construction |
| Tourist Land | Located in tourist areas – potential for hotels or apartments | Developer projects |
| Commercial Land | Land for offices, shops, warehouses | Business use |
| Industrial Land | Intended for industrial activities | Manufacturing, storage, logistics |
💡 Each land parcel has an assigned Zone Code, which defines what can be built there and to what extent.
2️⃣ Zoning and Building Restrictions
Each land parcel in Cyprus falls under an urban zone, which specifies:
- permitted types of buildings,
- building density (Building Density),
- coverage ratio (Coverage Ratio),
- maximum number of floors and building height.
Example of typical zones:
| Zone Code | Type | Building Density | Coverage Ratio | Floors | Height |
|---|---|---|---|---|---|
| H1 | Residential | 120% | 70% | 3 | 11 m |
| H2 | Residential | 90% | 50% | 2 | 8.3 m |
| H3 | Residential | 60% | 35% | 2 | 8.3 m |
| H4 | Residential | 40% | 25% | 2 | 8.3 m |
| T1 | Tourist | 50–70% | 25–35% | 3 | 13.1 m |
| Ε1 | Commercial | 200% | 50% | 6 | 24 m |
| Γ1 | Agricultural | 10% | 10% | 2 | 8.3 m |
💡 The exact zone and limits can be confirmed by the Department of Town Planning and Housing or a lawyer via a Land Registry extract.
3️⃣ Land Verification Before Purchase (Due Diligence)
Legal verification is absolutely essential when buying land because:
- not all land parcels have direct access to a public road,
- they may have liens, disputes, or building restrictions,
- some are only agricultural, making legal construction impossible.
A lawyer will verify:
✅ valid Title Deed,
✅ parcel number and boundaries,
✅ existence of liens or encumbrances,
✅ zoning and building permissions,
✅ connection to infrastructure (water, electricity, sewage, road).
💡 If a land parcel lacks road access, the authorities will not issue a building permit.
4️⃣ VAT and Taxes on Land Purchase
Since 2018, a 19% VAT applies in Southern Cyprus on land intended for construction.
| Land Type | VAT | Note |
|---|---|---|
| Residential Land (construction) | ✅ 19% | If intended for building |
| Agricultural Land | ❌ 0% | If not for construction |
| Resale Land | ❌ 0% | If sold privately, not by a developer |
| Tourist / Commercial Land | ✅ 19% | If sold by a developer |
💡 If you purchase land as an individual for personal housing construction, you may be eligible for a VAT refund (5% on construction, not the land itself).
5️⃣ Transfer of Ownership (Land Transfer)
The process is similar to buying an apartment or house:
- Sign the Sales Agreement – lawyer verifies all details.
- Register the agreement with the Land Registry.
- Pay the Transfer Fee.
- Receive a new Title Deed in the buyer’s name.
Transfer Fee (for land without VAT):
| Land Value | Rate |
|---|---|
| up to €85,000 | 3% |
| €85,001 – €170,000 | 5% |
| above €170,000 | 8% |
💡 If VAT is paid on the purchase, the Transfer Fee does not apply.
6️⃣ Building Permit
If you plan to construct on a land parcel, you must apply for:
- Town Planning Permit (zoning approval)
- Building Permit
The documentation must be prepared by an architect registered in Cyprus.
Approval time: 3 – 9 months (depending on the region).
7️⃣ Connection to Infrastructure
When purchasing land, check the availability of:
- electricity (EAC),
- water (Water Board),
- sewage system,
- access road.
💡 If the infrastructure is not already in place, the new owner is responsible for the connection – costs can range from €2,000 to €5,000 depending on the distance.
8️⃣ Investment Potential of Land
Land prices increase annually on average:
- +6–8% in residential zones,
- +10–15% in tourist areas (e.g., Ayia Napa, Paphos).
Advantages of land ownership:
✅ no monthly fees,
✅ low taxes (no annual property tax),
✅ easy resale,
✅ possibility to divide the parcel and sell in parts.
9️⃣ Most Common Buyer Mistakes
⚠️ buying agricultural land with the hope of construction,
⚠️ unavailable infrastructure,
⚠️ land located in a protected zone (e.g., Natura 2000, archaeological zone),
⚠️ missing ownership rights (joint ownership without division),
⚠️ agreement not registered with the Land Registry.
💡 Therefore, always insist on legal due diligence before signing any agreement.
